What is a SERP snippet?

Why does Google show a different title than my title tag?

Google rewrites titles in about 60–80% of searches when the original title is too long, too short, stuffed with keywords, or doesn't accurately represent the page content. To reduce rewrites: keep titles under 60 characters, make them descriptive and unique, and ensure they closely match the actual page content.

How wide is the title display area in Google?
